This manual for lawyers gives an outline of the case law, regulations, and history relevant to housing and people in poverty. It emphasizes Illinois law and cases from the Seventh Circuit. But it also has a broader focus because so much of it deals with federally subsidized housing. When there’s no law directly on point from Illinois or the Seventh Circuit, cases from other jurisdictions are included.
