The Percentage of Income Payment Plan (PIPP) may help you with your utility bill. PIPP is available to Low Income Home Energy Assistance Program (LIHEAP) households.
When you apply for LIHEAP, you can choose to receive your benefits in two ways:
- One direct payment, or
- Monthly payments under PIPP.
Under PIPP, utility bills of low-income households are paid in the following ways:
First, clients pay 6% of their gross income towards utility bills.
Second, they receive a monthly LIHEAP benefit to cover the rest of their bill, up to
- $100 on the primary account, and
- $50 on the secondary account.
Third, if clients pay their portion of the bill, then some previous overdue payments are forgiven.
The application process and requirements are the same for LIHEAP and PIPP. Talk to your local energy assistance agency to apply for PIPP.
You might have participated in PIPP and no longer receive aid.
Contact your utility company to develop a payment plan. This plan should help you stay up to date on your utility bills.

Rosalind, thank you for your comment. Under PIPP, some past-due amounts may be forgiven, but how much depends upon the utility provider and the amount owed.
